I was wondering if when I was to upgrade to vb 4 if I had to buy this all over again since I originally purchased the 3.8 version.

Yes, you will have to purchase vB Osc Shopping Cart Pro for vBulletin 4.
The version for vBulletin 3.8.x you purchased, is only for vBulletin 3.8.x.
This includes any updates and fixes needed to stay compatible with any changes vBulletin makes to vBulletin 3.8.x.
