Will this script work with ccbill for paymant? also can you sale download able content? software, videos, scripts?

Yes, you can use this for selling digital / downloadable products e.g software, videos, scripts etc.

As for ccbill software, it is not included with vB Osc Shopping Cart Pro as osCommerce doesn't include it.

It is available as an addon for osCommerce, so there is no reason why it shouldn't work.

The addon does need to be slightly modified as vB Osc Shopping Cart Pro directory structure is different.
I have installed this on our test site, but we don't have a ccbill account to test this fully.
